Currently water randomly freezes into ice exclusively in cold biomes (frozen river, snowy tundra, etc) when both adjecent to a block and open to the skylight.
This make trying to fully harvest the ice in a frozen river silk touch is incredably frustrating because the biome is often dotted with small patches of river which won't freeze over and are impossible to tell apart without the F3 screen or the minihud mod. It was several hours before I understood that was why the river wasn't completely freezing over, (and I play with miniHud on constantly).
I suggest that freezing mechanics be updated so that water within a distance from the edge of a cold biome are able to freeze (if less likely to) rather than water exclusively within the biome be able to freeze. I believe this is an optimal solution to the frustration of patchy frozen rivers provide as it is minimally invasive (some projects on the edge of a cold biome might be affected, but it seems unlikely to be a large issue as in my experience most players build within biomes rather than straddling them), while also working both in worlds that already exist and worlds that haven't been generated since it doesn't modify world generation.
Alternatively it could be a game-rule: Cold Biomes range of influence (default value: 0). The gamerule would make it so that blocks within X blocks of a cold biome have the possibility to freeze or be snowed on. Entering a value of -1 could be used to disable freezing and snowfall entirely.
