Currently the End is a very desolate place and in my opinion this absolutely should remain the case. However, the End also feels very peaceful when flying through it on a End raid. This could in my opinion be improved, and one way to add a sense of suspense and danger without removing from the very desolate feel could be to add juvenile dragons.
The juvenile dragons are extremely rare as to not take away from the feel of the End. You would be unlikely to encounter one unless flying around in the End for many hours. The juvenile dragons are not another dragon boss, but very formidable in combat. They are about the size of a ravager and fly very fast and nimbly. While in flight they can either ram a player causing significant damage and knock back or they can grab a player and fly off, to later drop the player from a high elevation, which might be over the void. They can also perch next to a player and unleash a very powerful melee attack. They are difficult to hit with arrows and engaging them with melee weapons is unwise. The juvenile dragons do not drop anything of value, and appart from the glory there is no incentive to fight the juvenile dragons. They are there to add suspense and a sense of danger while flying through the End.
Juvenile dragons would also add neatly to the existing lore of the End. They are hostile towards both Endermen and Chulkers. They are the reason End cities need guarding by Chulkers and also explain why the ships have dragon figureheads.
