In the real world, the only time a domesticated cat meows is when they are hungry or in distress. In other (positive) situations they murr, purr, chirple, and make yawning noises. If they see prey they make a funny little chitter noise. When under threat and scared they go silent. If the threat is something they think they can handle, they will hiss, growl and yowl.
Feral (non-domesticated) cats stop meowing within weeks of birth. Their mothers teach them to be quiet so as not to attract predators or scare off prey. They will make the other noises but a lot less often and never around people.
In the minecraft world cats meow....constantly. Worse some of the meows are distressed* which upset my own cats.
If I could choose one thing for minecraft to improve this would be it.
*(Side note: Not saying the cat that provided the sound effect was actually in distress. Just that they were trying to tell their human that they were in distress. Cats can be total drama kings/queens)
