Improvements on the oceans

After the Update Aquatic, I think The oceans need a bit more work. There are a few problems in first place. Drowned spawn everywhere which makes the oceans not safe so their spawn rate is lower and only spawn during the night or in shipwrecks, ruins, or aquatic caves. For Fish, Cod need to be redesigned to resemble the pre 1.13 Fish because The Cod looks ugly and A way to get a Specific Variant of Tropical Fish. Phantoms should be redesigned and changed, they should no longer be undead and be given the reptile like head shape of the 2017 Vote concept. The oceans deserve more Biomes such as Coastlines and Estuaries. New Mons should come such as The Nautilus (where The Nautilus shells come from), A Fictional Marine Predator to fill the niche of a Shark, and a New Boss
