The Dry Ice block would generate in caves underneath snowy biomes. Unless you are wearing at least one piece of armor, you take cold damage (like the kind from snowier snow that turns your heart blue) when you touch any side of the block. If you were to place it in a cauldron, a circular radius of fog particles would surround it.
