New tool tier: Star Tools

This would be a brand new tier of tools above netherrite, and the last in the game. This sounds silly but I have some good ideas about it.

The way you would make these powerful tools would be by upgrading golden tools in the smithing table with a special item called "power star". A power star would be crafted with a nether star on the middle and 8 "magic dust" items around it, which in turn would be crafted by randomly combining 1 of the each following materials:

- Redstone;
- Glowstone;
- Gunpowder;
- Sugar;
- Bone meal;
- Thick/Mundane potion (that useless one);

Magic dust can also very rarely drop from witches.

The star sword/axe would be the strongest in the game and have the same durability as netherrite. The other tools would also have the same mining speed as golden tools.

There wouldn't be any new kinds of armor: Netherrite armor would still be the highest you can get.
