Locking Skulk sensor detection

Skulk sensors should be able to be locked just like a repeater by powering it on the side with a repeater directly facing it. This will cause the skulk sensor to curl up it's tentacle things. It will still be able to react to vibrations by shaking and lighting up but it will not emit a signal and it will be quieter. This will also allow Observers to still be able to detect changes in the skulk sensor even if its locked which provides potential for interesting redstone builds. 

This locking feature will allow us to deactivate certain builds like a skulk sensor piston door which will quite literally lock it.
