This is a very funny and simple effect: Basically, the effect simply does 100 magical, instant damage when the duration reaches 0. So it's simply a ticking bomb that the player has to get rid of before it's too late.
Honestly, I can't think of any mobs or situations where this effect could be used so I will leave it open for any applications, though I can see it being useful in custom maps to force players into getting to their goal in a limited amount of time, without the use of commands (or at least not extensive use of commands).
