I think sculk sensors should be able to be tuned to listen to only certain noises by feeding in a redstone input using a comparator. This would cause the sculk sensor to only listen to the frequencies corresponding to the redstone strength that you fed in. For example, if a comparator is placed pointing into a sculk sensor with a signal strength of 1, it will only listen for footsteps.
While something similar can currently be done using the strength of the comparator output of a skulk sensor, the cooldown is long enough that this often just isn't useful. Random vibrations will trigger the sensors, making them far too unreliable.
