The, "unbreakable" enchant will make a tool or armor set unbreakable, leaving them at 1 durability instead of breaking. This can be applied universally, to all armor sets and tool sets. But copper can get upgraded versions. Such as, "Unbreakable 2" which would leave it at 10 durability, and "Unbreakable 3" which will leave it at 30.
However, using these upgraded forms will come at the cost of only being able to have fortune 2, unbreaking 2, efficiency 2, protection 2, black protection 2, feather falling 2, ETC ETC. Nothing beyond 2 should be allowed. Aqua affinity is allowed. This balances it out quite nicely i think. This way, it's not over powered, and gives the player more options concerning tools and armor. Whilst also allowing a way for players to not accidently break their tools, and further incentivizing players to use copper armor, by allowing those upgraded forms to only be used on copper. Through my earlier suggested copper enchanting table. Or if you don't like my copper enchanting table idea, just use the regular one. :)
