Strays Not Spawning in Frozen Ocean

Ever since 1.13, I've never seen a Stray spawn in the Frozen Ocean.  I might be just super unlucky, but I would definitely check it out.

    I just checked the game files (for Java Edition), and strays are not included in the mob spawn lists for frozen oceans. I don't know whether this is intentional or an oversight, but if it's a bug it should probably be reported on Minecraft's bug tracker.
