Dripstone Consistency

I think dripstone should only drip water if there is a water block above it, to be consistent with placing lava above it. If it effects the aesthetic of the dripstone cave biome, water could be more common in the dripstone, or there could be a rule that if there's a lake - in a cave or on the surface - there is a chance for a dripstone cave underneath it (adding strategy to mining), which would allow most dripstone stalagmites and stalactites to still drip water in the biome.
