I personally like it how it is right now, it's making the player have to decide from either gliding around or being protected.

The whole point of the Elytra taking the chestplate slot is to force players to make a decision between flight and additional armor. If there were a separate slot, this would be one fewer decision for the player to make, plus it would make the Elytra even more powerful than it already is.
