There are a couple of things I think should be changed/added with water to make it better.
Firstly, I think that there should be currents without there being flow. Basically, the water block would not have to be tilted for it to push players. It would be the same shape as still water but the texture would be changed to indicate where it is flowing. This could be used for rivers, allowing things to naturally flow down them rather than have to be pushed.
The next thing I would have is for water to have height variation. Again, it would not just be flowing water that has certain heights, but the "still water" shape that has different heights. Shallow water would flow faster than taller water, but only for things floating on it. This would also be affected by the face of the moon, making it possible for there to be tides.
Then, I would have water fluctuation levels. This just simulates ripples and waves. For ponds/lakes and swamps, the level would be 0, or still water. Oceans on the other hand would have their level be higher, allowing the sides of the water block to tilt up and down. During storms the fluctuation levels would be increased in every biome. Ponds/Lakes would now have small waves while oceans would have larger waves. While waves could only fluctuate within a block, I wouldn't be opposed to them going higher because they already spread from the source block when flowing currently
