Frostbite effect

Currently, powdered snow deals frost damage and decreases your hunger rapidly. But there is no effect. I think it would be cool if there was a frostbite effect, and even a potion of frostbite. you could make this potion of frostbite by using a goat horn in the brewing stand (there are no current uses for it besides the raid noise). Of course the potion would be bright blue and you could change the speed and the duration of the potion. What I mean by speed is that you can change how fast the potion decreases your health and hunger. Besides, we already have a potion that can deal two effects, just look at the turtle master potion. I think this would be a good idea because currently there are no potions that decrease hunger that you can get in survival mode.
