The deep dark should not be accessible immediatly to the players starting a new world simply by digging all the way down to bedrock / strip mining to the specific biome right away.
A good way of doing this would be to either:
A. have the new type of deep/dark stone block to only be able to be broken with diamond tools or higher to gain access into this new biome
or
B. To have 'pockets' generate along the bedrock that have this new stone variant in place - Breaking through these 'pockets' allow entry into the deep dark. These pockets into the deep dark could be sparse in frequency which could really play into the atmosphere of the new biome if you got lost down in the depths and having to search for an exit once inside all while avoiding the warden who guards these depths searching for hidden lost treasures/ores.
