RN archeology feels kind of off on minecraft, one way to fix it would be to connect it to some already existing featurtes. One of this things would be making gold tools usable in archeology. This would make so the player may discover about it by accident, and start doing to before crafing the brush.
It would also make sence, as IRL the brushes aren't the only tool used in archeology, as there are often used soft metal scrapers and picks (and a few other tools), and gold would work nicely for it.
The way to balance it would have so each tool is more userful for extracting a certain type of artifact (and having so the brush is more of a gereralist tool). For instance, the brush could have a 95% recovery chance, with 100% for ceramics. The golden pickace and the shovel would have a 85% recovery chance, but 100% for books and tools with the pickaxe and 100% chance for recovering valuables(like the emrald and dimond blocks) for the shovel.
to go with this, you should be able to switch between tools while doing it, so you might the the bether recovery chance as you discover what the artifact was (so you can for instance start with the shovel but switch to the brush when you see it is a ceramic)
Also maybe we should have some sort of incentive for archeology even if late game, so maybe if you complete a vase you could have a chance of lifiting a curse from a tool on your inventory(?) or another way of grtting mendding books withou villager trading(?)
