When a beacon has a 3x3 Netherite block base underneath it, it acts identically to a 4 layer Beacon made of any other block.
The main use of this is to have a quickly transportable beacon that doesn't require you to place and destroy 164 iron blocks every time you want to move it to your next temporary site.
I think this is balanced because it can take longer to get the 405 ancient debris required for the 9 netherite blocks than getting 164 iron blocks, and the only advantage is the ease of relocation.
