Place Dead Bush on Grass and Mycelium

Currently, dead bushes can only be placed on sand, red sand, coarse dirt, dirt, and podzol. We should also be able to place them on grass and mycelium, like any other overworld non-aquatic plant. I mainly want this so we can place them in cold taigas. They make sense in this context, most things that aren't spruce trees will have died in this biome when winter comes, and so letting us place dead bushes would add to the realism of the biome, and also help with the biome's atmosphere if we were so inclined to add them in a build.
