Rename and Repurpose the Stone Cutter

Currently the stone cutter is a little limited in it's features. I believe this is simply from it's name. Stone cutter. We can fix this by renaming the block, as well as its function.

Rename it to a block cutter, and allow it to chisel all block types. This would include wooden blocks, and the newly added copper blocks. The latter is why I made this idea now, since copper is an ore and it's stairs are a little expensive.

It's just more intuitive to allow it to cut all blocks, instead of a strange restriction of only stone.

    If the stone cutter was able to change the concrete blocks to stairs/slabs/chiseled I think it would improve build designs and fit with the asthetic of concrete builds
