Build snow golems with powder snow

They're both snow. Also allow us to build snow golems out of cubes of snow layers.

  What would be the difference? If anything, powder snow is "weaker" than normal snow, so what benefits would it have? Perhaps it causes slowness and/or frostbite if not wearing leather armor

  If anything I do believe we need a new type of golem or give the snow golem some kind of freezing effect whenever it hits a mob enough times with a snow ball .
