Packing Snow

I was thinking that it might be an interesting idea if Powdered Snow turns into Normal Snow if covered by another block. It may not be just one block, but if there are 4 blocks above it, then it does. Normal snow could also do the same, where it would become packed snow, which could then be compressed to ice, then packed ice, then blue ice, and so on.

  Normal snow would slow you down like Soul Sand while Packed Snow would be a completely solid block
