Let a tool be fixed 5 times untill it says 'Not Fixable'. Saying 'Too Expensive' is confusing, and it can prompt players to try and get more xp.
First repair (no matter what the repair is) can cost 4xp.
Second repair (no matter what the repair is) can cost 8xp.
Third repair (no matter what the repair is) can cost 12xp.
Fourth repair (no matter what the repair is) can cost 16xp.
Fith repair (no matter what the repair is) can cost 20xp.
Then no option to repair a sixth time, let is say "Not Fixable".
This can be easier to understand and manage. Players who enchant tools a lot can get the best possible enchantments with the enchantment table and know the tool has 5 possible repair untill it breaks and is no longer usable.
