Nether mobs shouldn't spawn on ice/packed ice/blue ice

2 reasons:
1) Nether mobs like heat, so should avoid cold places
2) Would prevent ice highways getting impeded by ziglins

    This is a small, but logical feature that I would like to be added to Minecraft because let's say you were riding on a boat. This boat would travel on an ice/other ice variant bridge. Suddenly, you see a hoglin in front of you that gets picked up by your boat. You then get attacked from behind and get knocked into the lava. This feature will prevent that from happening.
