Shuffle-able inventory hot bar

So right now, when opening the inventory, the player is shown 4 horizontal lines of inventory, the bottom one being the hotbar it self, my idea is assigning (ctrl+1) (ctrl+2) (ctrl+3) and (ctrl+4) to each of the horizontal lines of inventory and have the one selected be displayed wile playing.

The player could then organize their inventory has they wished, for example: (ctrl+1) would be the utilitarian line with tools, weapons and food, (ctrl+2) could have a block pallet, etc... 

(hope its understandable)

    Ctrl + Shift or R + Shift would be more intuitive, in my opinion. Obviously, it would be best as bindable, as this is a very subjective logistics issue. Note there are also four block variants: block, slab, stairs, wall. This helps enormously for detail-oriented building.
