This idea is pretty straightforward: the ability to place redstone torches and normal torches on the bottom of blocks. It would be very similar to how the new lightning rods can be placed on the bottom of blocks.
As for normal torches, they would act exactly the same apart from the fact that they're on the bottom of the block.
As for redstone torches, they would act a little bit different on the bottom of the block.
For example, if some form of powered redstone was running into a block, you could place a redstone torch on the bottom of that block and it would go out. Similarly, if you placed a redstone torch on the bottom of a redstone block, it would also go out (like placing a redstone torch on the sides or top of the redstone block).
Or, say you had a line of powered redstone dust on top of iron blocks (the iron blocks aren't relevant to how they act. I just put that as a placeholder). If you placed a redstone torch on the bottom of those iron blocks, the redstone torch would go out.
Now, this part may be a bit more confusing. When you place a redstone torch (upright or on a wall) under a block, the redstone torch essentially makes the block above it act like a redstone block, but does not make any of the other blocks around it do that (hopefully that made sense).
When you place a redstone torch upside-down, it will make the block below it act like a redstone block (imagine the lighting rod was a redstone torch).
