Summon a lightning bolt with a firework

In real life you can have an increased chance of summoning a lightning bolt by attaching a copper wire to a firework and launching it during certain Weather conditions. There could be a feature where you have a 5% chance of getting lightning to strike by crafting a rocket with a copper bar. It could be used to get mob heads, super charged creepers, or other various thing including lightning.
