There should be a feature which allows the entire world to constantly run where players aren't in a series of (variable stimulation speed) waves or more accurately circular band shaped zones that ripple outward from wherever the player is at the (speed of light in minecraft) in order to make the world more dynamic and seemingly alive without crashing the game. As the inner edge and circumference of each wave grows in size activity within will be run slower so that it starts off running things at normal game speed but steadily slows down to a crawl before dissipating. This would result in more dynamic and seemingly alive minecraft worlds over time and open up room for new features to be added which rely on this.
This is probably best implemented under the control of a gamerule.
