Abandoned Cities and Underground Cities

Cities in ruins for some reason. In some of the buildings you can find maps that lead to underground cities contain villager-like beings with greyer skin and golems made from a new block called sedimentary block which can inflict slowness on you. Knowing all of this, do think these people are friend or foe?
