Give a cooldown at the goat's horn

If you are adding the horn give it a 5 minute cool down, for example, otherwise my brother will spam him to annoy me. It does this with the doorbell already on and it's pretty annoying!

  instead give the option to disable them naturally spawning or dropping from goats, also make the option to change cool-downs, as this will allow you to control how much people can spam them
