Now i know that copper tools isint really an option because reasons that are understandable but hear me out, im not talking a new tool set or a new tear we have enough of those instead of adding a new teir add individual peices kinda like you did with the turtle helmet or the trident in the aquatic update, this tool is balanced trust me so you can use it both as a weapon and a tool for chopping down trees starting with the block you break any wood within a 2 block radius will break leading into a chain effect but durability is counted for every block broken and it has a little more durability then a iron tool would have and when useing it as a weapon the cooldown is 5 seconds because its heavy and it dous 6 damage but since its an axe you can add the chopping enchantment you planned and it can deal more dmg so it can be a good starter weapon but more likely u gonna want diamond or netherite
