Currently, Minecraft Java edition has no official support for Custom Entity Models (or CEM for short) and custom animations for entities.
At the moment, the only solution for getting CEMs into the game is to get Optifine as it has CEM support.
Animations are another problem as currently, there is no way to get CEM Animations in the game without either using Optifine which limits the animations to math animations or installing a plugin into a server that can allow for key frame animations but that causes a whole new array of problems.
Namely due to the plugin using armor stands for the bones of a model, it can cause entity models to just break whenever it collides with another entity, rotation breaking due to lag or textures turning black due to it clipping through the floor.
Moreover, due to it being a plugin, CEM Animations are also impossible to do on realms without the use of Optifine which also limits the animations to math animations
Bedrock and Windows editions of the game already have support for CEM's and CEM Animations so it doesn't make sense that the Java edition is limited to using Optifine and server plugins to make CEM animations and models
I Feel that by adding this into the game, it would allow texture and data pack creators to get more creative with entity models and animation.
