Currently emeralds can be turned in diamond tools, building materials, redstone, food and many more of the important resources in the game. The problem is unless you build farms for trading or raid farms you won't get an efficient production of emeralds (specially when there are so many ways to burn through emeralds)
This is further complicated by the need of having a decent villager trading/breeding setup before doing any amount of cost/effective trading, as costs decrease considerably in villager setups with zombie conversions. This makes it so anyone doing trading will most likely also have a decent emerald production setup, thus making mining yet less useful.
Maybe increasing the number of emeralds per ore or increasing the overall spawn rate of emeralds can help make early game emerald mining a more viable strategy.
