New ranged weapon: Sea Scepter

So you know that unique attack that the guardians have and no one else? Yeah the laser that tracks you until you break line of sight it's cool right? I think this feature is criminally underused, and maybe the player should make use of this. The sea Scepter is crafted from a heart of the sea and prismarine shards that form a scepter on the crafting table. Easy enough, but obtainable a bit too easily. Maybe you could think of something that makes it more related to ocean monuments, since the heart of the sea can be obtained from chests. It's use is that when you left click the scepter, you lock the guardian laser beam onto an enemy for 3 seconds after which you damage the enemy you lock on for 20 damage. The attack cancels if you break line of sight. As ammo, it uses prismarine shards (there isnt any other item). With a durability of 250. The enchantements are for the most part existing ones. Multishot makes the scepter able to lock multiple enemies, quick charge makes the laser hit faster, decreasing from 2.5, to 2, to 1.5 with quick charge 3. Unbreaking is naturally available. The last 2 involve experience points. The first one is "Economic" where it uses 10 experience points per shot instead of prismarine shards. The next is of course mending.
