Some items in MC can not be crafted in a regular crafting table such as horse armor, nametags, saddles, etc. A new type of crafting table would be added that allows you to craft such things. Name undecided. Possibly RaemTable, stands for Rare Item table.
To obtain the player must buy a map from a Cartographer called Wizard Scout map. It would lead the player to a tall tower in an undecided biome, extreme hills? The player would see a new mob on the outside similar to gargoyles. They would be in a stone-like form until the player gets close which it then proceeds to shoot slowness and attack the player. The player can slay them or feed each one a piece of rotten flesh. Once eaten the gargoyles fly away, free from guarding the tower. They just wanted to be human-like. The player enters the tower, and on most floors there will be loot chests; enchanted books? At the top a wizard will stand with a brewing stand, books, and this table. To get the table, the player must use a gold axe to mine it. The wizard will attack the player with magic unless they give it a potion of regen.
(These mobs should be re-named)
The crafting area would look different than regular crafting table, see attached image. This way horse armor is craftable.
