Neft the End Portal Grame

The end portal now nerf with replace the behavior.
Old: 12 Eyes of ender in all End portal frame
To
New: 12 Eyes of ender in all End portal frame
AND
the end portal block's 3x3 space is empty.

It a block in the end portal block's 3x3 space in a block e.g. obsidian the 12th Eyes of ender pop out of the End portal frame,
beacuse a obsidian blocked the portal and can't open.

Reason: To make it even more lifelike.
