I think the Smithing Table is underutilized.
The Furnace can cook tons of different types of foods, the Grindstone can disenchant tons of different types tools, even the Cartography Table can be used to apply tons of different useful effects for a map. The Smithing Table on the other hand has literally one purpose, Input Diamond, Output Netherite, the end.
Not only does this make the block extremely one note, but it also makes it entirely worthless during the early game. So I propose a solution. While I still think the Smithing Table should be the only method of getting Netherite, I believe you should also be able to upgrade other tools, bringing them to the next tier up.
For a cost of a certain amount of levels, as well as the price for what would normally be required to make the tool, you can upgrade Wood>Stone, Stone>Iron, etc, while still keeping the enchantments of the original tool.
Let's say that you've been using an Iron Pickaxe for a while, and it's got Fortune III and Unbreaing III. You would like to carry over those over into your Diamond one, but currently, your only option is to throw the Iron Pickaxe away and start fresh. This discourages players from using enchantments until they get Diamond, but with the Smithing Table, they could upgrade they're Iron Pick into a Diamond one for 3 Diamonds, and 10 Lvls, while keeping the Enchantments to boot.
