Glowing shield banner patterns

With the introduction of the glowsquid, the community has talked about it dropping some sort of glowing ink. This could be used in a loom to make certain patterns on the banner glow(like Enderman's eyes, NOT DYNAMIC LIGHTING). A player can also attach this glowy banner to a shield for more customization.
