let me begin with a little story. I was searching a ocean monument, on my survival world, to get sponge. it was terribly far from my house. I where in my boat when, suddenly, i see dogs, on an island. thankfully i'd bones, and i tamed them. but the problem was the return.
I take my boat and try to make them teleport. it doesn,'t work. I had to let them swim, millimeters afters millimeters, to take them back home. it took me two games days, just to get out of the ocean.
So, what i submit is that, dogs should be able to swin, as fast as the player. they may be able te dive, but not necesserly. And it could be there a little animation.
