its crafted by putting 8 different wool colors around a heart of color. a heart of color is expensive it requires  1 netherite block a nether star  and a heart of the sea combining all 3 layered with heart of the sea in middle nether star on top and netherite block at bottom. once you craft the color wheel it works like a enchantment table in the way it takes xp
