This would be a new type of way to send Redstone signals! It would be crafted using some combination of the new copper ore and Redstone. The use for this item would be making underwater Redstone less of an impossibility. In Minecraft currently, Redstone dust and all things Redstone are destroyed underwater, so making a copper wiring system that is compatible with Redstone but works underwater could help with that issue. This could open up whole new ways to innovate including fish and squid farms that don't require wrangling up a guardian. This wiring could also be used for transmitting redstone circuits up walls. Over all I think making redstone more accessible to players that are just getting into the world of minecraft would create an all around better experience for the mechanic. Then comes the question of "would this make redstone obsolete?" I don't think so if it's done right. by making a recipe like three copper down the middle and 6 Redstone on either side, giving the player 6 wire, the player will only use wire when necessary, as to not use too much of their copper supply.
