when a sheep is lit up with a fire charge, flint and steel, fire aspect or any other way that lights it on fire, the sheep will not drop wool, this is because like normal wool when placed. it will burn once lit, so it only makes sense that if a sheep is lit on fire before dying the wool would burn on the sheep and you wouldn't get wool, if you kill the sheep with a sword before it dies of fire, you have a lowered chance of it dropping wool because it had less time to burn.
while some people might not like the idea, I feel like this is something small that should be added because if meat will drop as cooked when a animal is lit on fire before death, then wool should have the same characteristics.
