At the moment, Riptide works perfectly good when the player jumps out of water. However, a player staying under water for the duration of their riptide dash does not travel very far at all. The player can travel slightly farther by swimming, but it's not much better, the player quickly skids to a stop after around 10 to 15 blocks.
It seems the main problem with riptide underwater is the water slowing the player down similar to arrows underwater, as the player appears to quickly slow down and stop similar to arrows. Removing or weakening this friction with the water can solve the issue.
