Haste Potion with Netherite Scrap

I've seen a lot of different ideas for the addition of a Haste Potion. The reason behind its addition would be to expand availability for the most important beacon effect in the game, Haste II. Since Haste is a reward given if you build a beacon, it would only be balanced and reasonable to use an hard-to-acquire item to brew it, netherite scraps. Since Netherite allows the player to craft the ultimate tools in Survival, and given that Ancient Debris it is a very rare block to find, it would keep balanced the benefit you receive from brewing an haste potion since you have to find ancient debris. Also, with its addition, it would be nice to add also a brewing recipe for a Mining Fatigue potion applying Fermented Spider eyes to the haste Potion. The recipe, finally, would be Nether Wart followed by netherite scraps and glowstone for Haste II or Redstone for 8 minutes Haste. The same applies for the hypothetical Mining Fatigue potion as well.
