Improved reload mechanics

When you swing a weapon, instead of being able to spam hit and do very little damage, physically make it impossible to swing a tool until the reload animation is done. This will be easier to understand for new players, as well as more convenient  for 1.9 and up pvpers

    Maybe for swords, but not other tools in case you swing at a block you're trying to break and miss
