Dock Block - Boat for it Marty!

When a player exits a boat near a "Dock block" the dock block will take priority over any other block the player could be placed on and the player will be placed on top of the dock block instead of adjacent land.

The dock block would look like any wooden-plank variant it's made of, except it would have a floatie ring on it's texture.
