More balanced ocean loot/accessibility

In my opinion, the ocean does not have great loot, and it's not hard to get, but it's SUPER annoying, because you have to be quick and go up and down several times to loot that underwater ruin village, only to discover that all you got was seven treasure maps leading to the SAME buried treasure that you never find, and also some string.
