/normalize - Fix flat worlds.

So this command would exclusively work with flat worlds. The purpose of it is to give players the option to get back the mining areas underground and so on, Expanding the underground with caves and so on. And so the world wouldn't just have a 5 block underground anymore. Any command block with positions should also adapt to the change made.
