Make all main Tools useful in Creative Mode

I think it's pretty neat how attacking with a Sword in Creative Mode doesn't break Blocks,
so I was thinking, what if all the main Tools were useful in Creative Mode?

In Creative Mode Tools should insta-mine the Blocks they're good at mining, and not be able to break anything else.

For example, using a Shovel you would be able to insta-mine Dirt, Sand, etc. while Stone and other things wouldn't be touched.
If you wanted to mine other materials, just switch to the respective Tool.

I'm aware that the Fill Command exists (on Java at least),
but I'm not a huge fan of using that, and it really feels like you should be able to insta-mine Blocks in Creative,
(especially considering you can in some cases in Survival) so I think this would be a good way of doing it.

    I play creative mode a lot. I would find this as a gopd QOL improvement
