Anti offensive Skin programm

I expirienced it several times, that i joined a Minecraft server and i saw somone with an offensive Skin, and when i talked to the admins they didnt wanna do anything about it because they thought it would be to much work to write "500 pages of rules" for every case of discrimination, Skin abuse and racism. All in all I think it wouldn't be to hard programm something like an anti offensive Skin Programm, which doesnt even allow people to equip these Skins.
